Propunere legislativă pentru scutirea de impozit a contribuțiilor plătite de beneficiarii serviciilor sociale

Un proiect de lege aflat în dezbatere în Parlament prevede excluderea impozitării contribuțiilor plătite de beneficiarii serviciilor sociale, precum persoanele cu dizabilități, vârstnicii în îngrijire sau copiii care frecventează centre de zi. Scopul este ca aceste sume să fie folosite integral pentru îmbunătățirea serviciilor sociale necesare acestor categorii vulnerabile.

Senatoarea Ruxandra Cibu Deaconu, coautoare a inițiativei, a declarat că există o neconcordanță între Codul fiscal și legislația asistenței sociale. „Statul are alte resurse financiare, nu banii persoanelor vulnerabile, care oricum sunt puțini. Dar ONG-urile sociale sunt în pericol să-și închidă activitatea în lipsa resurselor necesare. De aceea este important să le susținem, în beneficiul celor vulnerabili”, a afirmat aceasta.

Din cauza acestei situații, USR susține că propunerea legislativă aduce clarificări esențiale, excludând aceste contribuții din veniturile impozabile. Alba24.ro menționează că astfel 100% din banii plătiți vor putea fi reinvestiți în serviciile sociale, realizând o aliniere între fiscalitate și nevoile reale ale asistenței sociale.

Deputata Oana Murariu a subliniat că eliminarea impozitării va contribui direct la creșterea calității serviciilor oferite persoanelor vulnerabile. Inițiativa vizează protejarea financiară a celor care depind de aceste servicii și susținerea organizațiilor non-profit care le furnizează.
