ANAF poate bloca conturi pe baza verificărilor documentare fără inspecție fiscală

Agenția Națională de Administrare Fiscală are posibilitatea să efectueze verificări folosindu-se doar de documentele deja aflate în evidență, fără a trimite inspectori la sediul contribuabilului. Această metodă diferă de inspecția fiscală clasică și se declanșează pe baza unor indicatori de risc fiscal, când există suspiciuni generate de datele declarate anterior.

Potrivit informațiilor obținute, controlul se bazează pe declarațiile fiscale depuse, pe actele contabile din dosar și pe raportările către alte instituții ale statului, precum și pe informații despre veniturile comunicate. Dacă apar discrepanțe sau incoerențe, ANAF poate solicita documente suplimentare pentru clarificări, iar contribuabilul trebuie să demonstreze că veniturile declarate sunt corecte.

În cazul în care nu sunt trimise documentele solicitate sau acestea nu justifică diferențele, Fiscul aplică din oficiu sumele datorate, iar contribuabilul poate contesta decizia sau aduce dovezi suplimentare. ANAF poate lua, de asemenea, măsuri temporare asigurătorii pentru protejarea creanțelor statului, cum ar fi poprirea conturilor și sechestru pe bunuri, valabile până la un an dacă sunt însoțite de o corespunzătoare comunicare oficială.

Conform datelor menționate de alba24.ro, în primele luni ale anului 2025, doar 1,93% din verificările documentare au dus la aplicarea unor astfel de măsuri. Între august și octombrie 2025, ANAF a realizat 9.643 de verificări documentare, cu o valoare totală de aproape 289 milioane lei, demonstrând selectivitatea acestor acțiuni aplicate în practică.
